Nicodemus is basically a corrupter. He gains power through the suffering of others, and the worse the suffering the more the power. He has found that he gets the best results by either making a world in which people feel they have no control over themselves, or engineering people to 'fall' into darkness where they find themselves acting in a manner which they wouldn't normally and unable to change. He lies. A lot. He makes deals and promises and will keep them, but only as long as it is beneficial for him to do so.

Currently in the City Nicodemus has a few people that he's got his eyes on. Obviously Harry is one of them, but he's usually content to keep his distance from Harry, though when his pride gets the better of him he'll confront the wizard, and likely lose.
